NASA is committed to identifying ways to continue Hubble's service life for as long as possible. The attached white paper describes the factors that led to the decision to take steps to sustain rather than service the Hubble Space Telescope. As the enclosed paper indicates, a number of options are under consideration that may provide the opportunity for NASA to sustain Hubble's service life a longer period of time without encountering the attendant risks of a shuttle servicing mission. This careful deliberation is a legacy of the Columbia tragedy. I am committed to implementing the Columbia Accident Investigation Board recommendations, the ultimate experience that we've learned from the sacrifice of the Columbia Crew. It will have an 18-segment, 6.5-meter primary mirror and will reside in an L2 Lissajous orbit. JWST is scheduled for launch in 2011.
